i recently installed a new hand in my 629 no dash, had one chamber out of time. i noticed when cocking slowly, after the stop engages into the cylinder notch, the cylinder continues to rotate very slightly to full cock position, barely noticeable. this results in a very tight lock up. is this acceptable, or should i make an adjustment. thanks

Pretty acceptable. Souds like you ratchets aren't all "even" so some will be tighter than others. It's easy to obsess over carry up. What matters is if it locks under shooting conditions with rounds in the chambers. My 625 had a badly worn hand, enough to embarrass me by not carrying up enough to fire when shot slowly DA during a 25 yd PPC stage. I got curious and deliberately shot some groups with it out of lockup by 1/2 the with of the stop. The world didn't end, the cylinder rotated into lock when the gun fired and the 25 yd groups were an inch larger.

Sounds OK, but I would check it with a range rod when in 'battery' position.
