Has this M&P been "cut down"

Came across this while looking for K frame snubs. The ser# is 8709xx. I'm 99% sure that this is a gun that has been cut down.. can someone give a second opinion?

The very interesting item in the photo are the grips. Take a good look - you won't see these in a coon's age. They are called "Stressed" walnut and I had an early post war M&P shipped about 1946-7 that came with those grips and the invoice said "Stressd Walnut" - I only seen one other pair since then, which I have in my grip collection. - (Yes the gun is a cut barrel job.)
 
That gun is also most likely in 38 S&W caliber. I think it's a chopped British export gun.
 
I have a pair of those grips too. I always wondered what the story was with them. Ed, do you know if those are factory or were they after market?
