Help with M-60 Engraved and Ivory

First, This is not my revolver and have been asked to find out what I can about it by good friend. I have not handled it, pictures only. Not interested in owning it.
My thoughts are it may have been owned by law enforcement at sometime, that is not factory engraving and those are not Ivory grips. Statement inside grips says they are pre ban acquired Ivory.

Value wise, I'd get the value of the basic gun, then find out the value of the engraving (by whom ever did it) and then the value of the Ivory. You could have a fairly valuable handgun here. I'd not be surprised at $1500 to $2500, (if Ivory real).
 
This gun deserves a factory letter to document it's history. The more you can document regarding who owned it, who did the engraving, etc. will add to the value. I agree with the $1500 to $2500 price if the engraving and grips were added after shipping from the factory. If factory engraved, I would add $1000 or more depending on what the letter may state.
