I would bet those target stocks came with it from the factory. It's late enough in the run of frames that it may have shipped around 79 or 80 with them.

Highly unlikely for two reasons.

1. The Highway Patrolman Model 28-2 normally shipped with Magna stocks, even the 6" variant.

2. The N frame target stocks did not get the speed loader cut before 1980, as A10's post suggests. The K frame targets showed up with this feature in the late 1970s, but on the N frames, it didn't start until two or three years into the 1980s.

No argument here about the HP that Walkin Horse just bought. It is very nice, but I do not believe it left the factory wearing those stocks.
 
I have that exact 28-2 and it's a dream to shoot. Even 158gr Rem SJHP full power loads are easily handled with that big gun. Accurate too of course.

Great find - It's a classic!

Back in the 1960s and 1970s on Agencies that required the 357 Magnum on duty. For the people who could not qualify with the K frame, using the N frame's extra weight made a big difference.
