History Channel "The Bullet"

I was just watching a special on the bullet on the History Channel. They had a segment on Marines loading ammo at Quantico, Va. A few things were interesting. They showed the Marines loading brass with expended primers, tumbling media being loaded into cases as powder and completed cartridges with no primers?

Has anyone seen this? Why was this done?

Probably just for the show. Saw a fella handling brass bare handed. Never saw that one "in the real world" either.
