Walther and SigSauer to my knowledge never made a habit of delivering closed serial blocs to military or police agencies. But I do not know whether H&K did and does.

I vaguely seem to remember that Walther delivered a certain serial number range of the PP Super to the police. The P7s all have the Pleitegeier with "318" proof on it.
