Those places you mentioned are not gun friendly places. So i don't think you will have much luck. And what ever you do don't take your gun with you. You could get more trouble then you bargained for.

Bianchi #12676 OWB holster for 3" K frames is readily available, there are nice custom offerings too but getting one in less than a month would be nearly impossible...

Check with Lobo, he might be able to fix you something up.

And, unless you're a LEO (or retired LEO), forget about carrying in either NY City or DC.

Washington DC

Unless you are a LEO there is basically no concealed carry in DC. It certainly does not recognize concealed carry permits from any state for private citizens. You also don't want to have any stray ammunition in your vehicle. The District of Columbia is as gun unfriendly as it gets. Not too long ago a tourist upon being stopped by Metropolitan Police (the city police department) and opening the glove box to retrieve his registration was observed to have several stray 22 rounds there, ammunition being largely illegal to possess as well. He was promptly arrested. Also there are more LE agencies in DC than you can imagine. It may be the most heavily policed city in the country. It took a recent Supreme Court decision for city residents to own a handgun in DC and the hoops one must jump through to buy a handgun are many and complex. If you are thinking to overnight in DC and be in possesion of a handgun it would be best not to. There are plenty of hotels in Virginia (a gun friendly state) with easy access to the city by car or Metro.

I'd recommend the cheapest, second hand holster you can find. That way when they confiscate your gun in DC or NYC you won't loose a good holster along with loosing the gun. (smile)

Just had one made by Rudy at Black Hills Holsters. After about a week with it I find it to be a great holster and for a Med size gun (mine to a 3" 13) it works well for a IWB holster. Clean work and well done by by Rudy. Took about 6 weeks to get.
