I purchased this Safariland holster, but have no idea of the purpose of the two screws on the top of the belt loop. Also is it possible to purchase parts to convert this into a paddle holster?

I would guess you have the lower half of a swivel holster

Hi, What you have is a Safariland Duty holster that fits a 2.5" police duty belt..What you do is put the holster onto the duty belt. Put the duty belt on you and get the holster and other equipment where you want it positioned on the belt..Then once the holster is where you want it you tighten down the screws on the top of the holster to keep the holster in place..This way it does not slide on the duty belt. so if you get into a fight or something it wont slide out of position.

Yep, must be a duty holster. Thanks for the information. Inasmuch as I don't wear a duty belt, I was wondering if I can purchase parts to change out the back side of the holster and turn it into a paddle holster or at least a holster that fits a more traditional belt. Seems like a nice holster. Fits my 686 4" nicely and its a pain to find left handed holsters.

You can get replacement belt loops from vendors like Chief Supply or Cops Plus. IIRC one option is a set of 1.5" or 1 3/4" loops. Just a matter of the three bolts lining up properly.
