How old is this powder?

Is there a powder with an appreciably faster burning rate than Bullseye? If there isn't (there may be, but it isn't very commonly seen), just use Bullseye load data for a starting point in assessing the powder.

There's an old saying, "waste not, want not". Dumping $15-$20 of usable powder is probably one of the factors in the mindset that has produced the astronomical debt load of the American people.

I finished a jug of Hercules Unique last year from 1982. Compared the velocity from a new 1 lb. can of Alliant Unique and the velocity was within 20 feet per second and mostly around 5-10 fps on the few loads I tested. This is nearly the same speed from 1982-to late 2008. Sometimes the year of manufacture of the Hercules powder is ink stamped on the bottom of the container.
