Long story as to how it is dulled,,,what would get it back to glossy?

Mild abrasive - even toothpaste can work.

Flitz or Simi-chrome, I believe that Flitz makes a special polish for plastic. Motorcyclists use it to polish the plastic shields on their helmets.

Flitz is the way to go. If that is still to dull for your liking then you might want to get a Brownell's sight insert kit and make a new insert in your choice of colors too.
