Thanks to Rastoffs challenges I ran out of "vote for me" signs and holders.
I think I got it down as cheap as it can go buying your supplies.

Qty (1) 1 1/2" sch40 10 ft cost = 5.59
Qty (4 ) 1 1/2 sch40 tee cost 1.96 each = 7.84
Qty (1 ) bundle 6 furring strips 1x2x8 = 7.02
Total with tax 21.53

Cut Qty (2) 3" long pieces For tee connectors
Cut Qty (4) 12" long pieces For 4 legs
Cut Qty (1) 21 1/2" long piece. For a 24" wide target backing
Cut Qty (1) 15 1/2 For an 18" wide target backing
Cut the remaining length in half...should give you Qty (2) 14 " long pieces for furring strip holders
Cut 8' furring strip in half...2 pieces 4' long
1. Connect 2 of the tees with a 3" connector length, rotate so they are at a 90 degree angle offset. Do it again
2. Push in the 4 legs to each tee end
3. Connect the cross brace of your choice dependent of width of target backing
4. Staple cardboard backing to dropped in 4' furring strips

You still have Qty (5) 8' furring strips left as replacements if your shooting partners are terrible shots!

Pull the crosspiece out for travel

Looks good! Only issue I would have is keeping it upright.The winds in Colorado would blow it right over...And that's on a mild day.

I would use these to stake it down...

I use to live between Laramie and Cheyenne...tough to pound a sod stake there, probably a log or post would do the trick
 
Shooting is fun. Problems like these lead to solutions like these. Good on ya.

I too have a wind problem. A PVC stand just won't stay upright where I live. Of course, I could fill it with concrete. That just might work.
 
Or you can fill the PVC pipe with sand, as long as you don't hit the pipe with your shot.

I made similar one, but put a cross bar about 12 inches from the ground. I lay a sand bag over it. The side posts only go that high and I then use 1 inch firring as risers. I can staple cardboard backing to them and put targets on it. The firring will tolerate hits and the sandbag holds it down against the wind.
