In NY you can not sell or give any handgun or rifle to anyone other than a family member without going thru a FFL.

In 12 days this will be a crime in Washington if either end of the transaction occurs in Washington. 1st offense is a gross misdemeanor, 2nd a felony, each gun must be charged as a separate offense and possession of a firearm during the commission of a felony receives a minimum 5 years in Washington. To paraphrase a C&R holding member and Washingtonian, Washington's voters neutered C&R FFLs.
