Is it legal to use an out of state residence CHL in Louisiana?

Before LA got reciprocity with Arkansas, a lot of people up in Northeast LA used to get Florida licenses.
YESTERDAY however, a neighbor of mine who just took the CHL course was told that Louisiana doesn't allow for out of state resident licenses from Florida. Does this apply to all out of states? Is this even true?

Reason is is because I have a Texas and Florida CHL and I was planning to move to LA and keep both instead of retaking the LA course.

I see that Louisiana honors Florida and Texas permits. BUT DO THEY HONOR NON-RESIDENT PERMITS OF THOSE SAME STATES? Like if I have a Texas and Florida CHL but move to Louisiana changing my address accordingly...DOES LOUISIANA RECOGNIZE IT? It's not clear
 
From handgunlaw.us, the only states that do not honor non-resident licenses are Colorado, Kansas, Michigan, Florida, New Hampshire, West Virginia, and South Carolina.

All other states reconize resident and non-resident licenses from the states they have reciprocity with.

A call to the Louisiana State Police or the Lousiana State Attorney General's Office will confirm that.

ETA: Never mind, you don't even need to call:

LRS 40:1379.3.T.(1)
Possession of a current and valid concealed handgun permit issued pursuant to this Section shall constitute sufficient evidence of the background check required pursuant to 18 USC 922(t). A current and valid concealed handgun permit issued by another state shall be deemed to be valid within this state if a current and valid concealed handgun permit issued by Louisiana is valid in those states. An out-of-state permit holder carrying a concealed handgun pursuant to this Paragraph is bound by the laws of this state regarding carrying a concealed handgun pursuant to a permit issued in accordance with this Section.

Since it does not make any mention of residency, you can do it. What is not prohibited is allowed.

That answer is not correct. Some states (Az as an example) will not honor an out of state permit unless your driver's license matches the state of the permit. Many people get Utah non-resident permits because so many states honor them. Az will not honor a non resident permit if your driver's license is from a different state. So you think you are ok, but you end up in jail because of that little technicality.
Your Tx and Fla permits may be invalid if you move out of their respective states. Many states have non resident and resident permits. When you move out of state, you must apply for the non resident permit because your resident permit becomes invalid. Many states, including Az, require a change of address. Your permit becomes invalid if you move and forget to notify them of your new address. In Az, if the address on your D.L. does not match the address for the CCW, guess what? Busted!

After you move there, get a resident permit.

And that's exactly what I am asking. Is Louisiana one of those states that does not recognize such permits? I was told a few years ago that it does. The other day, a neighbor told me (who just took the CHL course) that it does not recognize them

I posted Louisiana law. Yet you are still asking the same question??????

If you won't take the text of the state law for an answer, there is nothing that can be done to help you.

Not according to Official AZ web site. It says AZ residents must get an AZ license. My UT permit is still good in AZ.

Reciprocal and Recognition Agreements
Arizona recognizes all other states valid permits:

This state and any political subdivision of this state shall recognize a concealed weapon, firearm or handgun permit or license that is issued by another state or a political subdivision of another state if both:

1. The permit or license is recognized as valid in the issuing state.

2. The permit or license holder is all of the following:

(a) Not a resident of this state.

(b) Legally present in this state.

(c) Not legally prohibited from possessing a firearm in this state.

For the purpose of establishing mutual permit or license recognition with other states, the department of public safety shall enter into a written agreement if another state requires a written agreement.

Notwithstanding the provisions of this section, a person with a concealed weapons permit from another state may not carry a concealed weapon in this state if the person is under twenty-one years of age or is under indictment for, or has been convicted of, a felony offense in any jurisdiction, unless the person's rights have been restored and the conviction is expunged, set-aside or vacated and the applicant is currently not a prohibited possessor under state or federal law.
