Is there one powder that rules them all?

2400 will get you magnum velocities and can be downloaded a bit.Unique will give you 41 special loads and can be uploaded to about 1200 fps.
 
According to Handloader issue 285 August 2013:

Accrate #9 is a favorite in the 41 Magnum, especially when used in everyday working or hunting guns, as it duplicates or exceeds factory load velocities with standard weight bullets, gives excellent accuracy but also less muzzle flash and noise.

For light target 800-850fps with cast bullets Red Dot or Tightgroup does good.

BTW.....2400 gives lots of muzzle flash and noise
 
Now I have 44's, not 41's so your results may vary.... But,

I have found AA#9 to be about as versatile a powder as I can ask for with my 44 mags. On the low side it relatively tame, and yet on the high side can deliver top level performance nipping at the heals of 110/296. I found that my 4" 29-2 shot tighter groups as the charge increased while pushing a 200gr XTP. Very good magnum pistol powder IMHO and much easier to procure than 110/296, at least in my locality
