I doubt the organization that posted the letter has any authority to speak for the FBI as it seems to be a group of retired agents preserving certain FBI history.
That is all I know about it. I saw the letter, posted it here, started a big "Brew-Ha-Ha"* and now wish it would die away so no one suspends my privilege to post and participate here.
To more specifically answer your questions, I cannot speak for the FBI and do not have a clue as to its position on the issue.
I would be surprised if they would or could legally immediately seize anything without probable cause and a warrant to do so. Ownership contests are typically decided by courts in civil cases, and I doubt the FBI would have any authority to seize it unless it has been reported stolen by someone, and then only if the crime in question is a federal crime for which the FBI bears investigative authority. If it has been reported stolen, I have never read that anywhere, and certainly have no knowledge of such a report. Perhaps our FBI friends on this forum could enlighten us on whether the FBI is looking for it. I doubt they will as what the FBI is investigating is probably some sort of secret, unless they decide to publicize it, as with some high profile cases.
My "opening paragraph" as you describe it is not "mine" but merely a letter copied off of a web site written by someone else.
As to your second question, if I had Reg. No. 1 (and I do not), I would probably not disclose it to anyone but my closest and most trusted friends, but that would not be because I was afraid of some FBI agent showing up at my door (if I had it I would have a bill of sale or whatever). No, my reason would be for fear of someone stealing it.
