Sorry if this has been asked before, but where did you get those grips? My 351pd could use a set like those.

What kind of wadcutters are those?

Look like standard hollow base wad cutters loaded backwards- a trick tried as far back at least since the late 60's and a bad idea. For a snub the best load is the standard loaded wad cutter for several reasons

Accurate
Shoots usually to point of aim or close in most fixed sight guns.
Cuts a full caliber hole, and as it penetrates cuts what it contacts instead of pushing it out o& the way like a round nose
Meets FBI penetration standards

The rule in snubs- if it expands it won't penetrate
If it penetrates it won't expand
 
Turned on the Way-Back Machine and came up with a relatively early J-frame specimen. This is SN 101. It shipped August 21, 1951, and was put into service by the city of Elmira, NY at the Elmira Reception Center, Department of Corrections. It was certainly an early entry into law enforcement work by a Chiefs Special.
