It appears that purchasing the lead styphnate would present a problem. It also appears that producing it is way above my level of molecular expertise. I might be able to fabricate the cups however.

Primer compound is an explosive, so obtaining and using it would require a federal munitions manufacturing license, plus all the state and local regulations would apply. I suspect that it would not be too easy.
 
I think getting the license would be fairly easy but not inexpensive. All federal and local regulations would have to be complied with.I had a license to make ammo for years from the federal government. I would think that a start up company to make primers would run in the million dollar plus range. First an approved building and site would have to be purchased then tooling made to make primers. Inventory, testing machines and engineering support would not be cheap. I would be willing to bet that by the time a start up company got in operation the primer shortage will be over.
