I have a nickel Model 19-4 2.5" I bought at a gun show. It is in good shape, other than some case file numbers engraved on it. The price was very attractive for a shooter grade 2.5" 19.
It wasn't until I got it home that I realized that the barrel was stainless, not nickel...I assume that it must have suffered a cracked forcing cone at some point in it's apparently checkered past.
There is no flame cutting at all on the top strap.
In any case, I love this Model 19... It is my main HD handgun, and it's peculiarities endear it to me even more.
