Ok boys and girls what have I got here? Don't know where or when I got it, it turned up while I was looking for a fixture.

It says: Kutmaster, Utica, NY, made in the USA

Could it be your forgotten elementary school knife? Just about all boys had them except most of the knives also had a punch for a 4th blade. My folks called them jack knives. Many members here call them scout knives.
Curious what the intended uses of the middle blade would include?
It is a can opener. The type of can opener familiar from Swiss Army Knives was more common when I was in elementary school. All the way till their closing a month ago Queen made knives with the type of reverse can opener in Ole Joe Clark's Kutmaster.
 
Here's my Grandpaws old kutmaster. It's a three bladed knife also...well it used to be before the one blade was broken. They had to be cheap knives or he wouldn't have used it. I have his old yellow handled Case -Sunday go to meeting knife around here somewhere.

My first thought was also that it might be missing a blade. It also appears a pin on that end has been out, so the knife may have been apart at one time. A bit of the main blade has been lost to sharpening.

My inclination would be to clean the knife without using polish or anything abrasive. A rust eraser ought to take off any surface rust on the bolsters, but first see what comes off with a rag or paper towel and some oil.
 
Kutmaster knives date from the late 40's early 50's. Most of them were assembled from surplus knife parts left over from WWII. These military/scout type knives are an example of the folding knives they sold. They also made sheath type knives out of M1 Garand bayonets, I have one and have seen many others.
