The big question is will this apply in Omaha? They have always had their own ordinances that differed from state law. One example is you had to go personally to the Omaha PD and obtain a Permit to Purchase before taking possession of a handgun from a dealer. Handguns had to be registered, only in Omaha!


I might be wrong, but this probably began as a result of"The Riot of 1919", when a Black man was taken from the County Jail by a mob and lynched . Ironically the crime, rape of a White woman, was actually determined to have been perpetrated by a White man. The Mayor was also lynched but survived. The mob tried to burn the County Courthouse at the same time.


My Maternal Grandfather was a practicing Attorney in Omaha at the time, and a 4th Circuit Judge from 1929 to 1958.


Curiously one of the other 4th Circuit Judges for much of this time was actually named Lynch!:D

According to the local fish wrapper, it will go into effect 90 days after the close of the unicameral, assuming the governor signs it as promised. That should put it at late August or early September..
