I am in the process of applying for a CCW in a neighboring state. I am required to submit a letter to the Sheriff stating a "compelling" reason why I want to carry CCW in XXXX county.

I always wince when folks go 'shopping' for a reason. It reminds me of the recent appointment of the Secretary of the Treasury, who did not pay his full tax share.

Is this Oregon? If so, it is my opinion that the Sheriff you are applying to is overstepping his authority by requiring you to prove need.

Oregon is a shall issue state and Sheriffs are required to issue licenses to residents of neighboring states that meet the eligibility requirements.

I would consult a lawyer and involve the State Attorney General and show this guy the error of his ways.

Just because police say "this is the way it is" does not make it necessarily so.

Unless things have changed Oregon is shall issue for residents only, and while they may issue to non-residents, (non-residents must be residents of states that boarder Oregon: Washingon, Idaho, Nevada, & California) it requires a "compelling business reason". What constitutes a "compelling business reason" is up to the sheriff to which the applicant applied for the permit. At least that was the situation a few years ago when I last checked into it.
I would think it would require doing business in Oregon, or having to travel through Oregon for business reasons.

Lucky you are correct. Oregon is a shall issue state for residents only. Non-residents in adjacent states may apply for a non-resident permit and must give a compelling reason for needing the permit. That being said, the law doesn't state that the county you apply in has to be adjacent to the state you live in. Living in Vancouver, you may consider applying in Multnomah county or another county in that area. Bad choice. The I5 corridor is not very gun friendly. Look for a gun friendly county sheriff and apply in that county. I don't know which county is best, but I would look at central and eastern Oregon. Good Luck

Good luck...porn counties are usually very anti-gun..

Gary, I got mine through Columbia County in St. Helens. They even have Saturday hours. No appointment, you have to get in early to compete with family members visiting "clients". They are very professional about it, I got mine with no problems. Two reasons: to obey the law, and I used my C&R also, said I did alot of traveling to gun shows in Oregon with guns and cash.

Regardless of the letter and how your attempt turns out, I advise that you contact your legislators and inlist the help of associations to move your state toward amending the carry stattues to become a "shall issue" state.
