That is a question I've pondered since I was a kid when it comes to detachable magazines.
Do we Load cartridges into a magazine, then Load the magazine into the firearm?
Or
Do we Prep a magazine with cartridges, then Load the firearm with it?
I've always chalked it up like a tootsie pop question.

We load both. That's the way I see it.

We load ammunition, insert bullets into magazines then shove them into pistols. If a firearm does not have a bullet in the chamber, it isn't loaded. The magazine might be but the gun is not loaded without one in the chamber. The operator might be loaded after an evening at the bar.
In the same way that pet loads are not for pets, English should not be held to too many rules.

Many firearms instructors will instruct students to prepare magazines. This removes any ambiguity. "Prepare a magazine with six rounds"...is clearer that "Load a magazine with six rounds"...which, to some, implies it is now time to jam the mag into the pistol when it is not.

Semantics, yes. But words mean things when training large numbers of people.

That said, call it what you want.

Ahhh, a loaded question. yes, magazines get loaded with ammo

A charged firearm is one that is loaded with ammo ready to fire. But from a legal standpoint, if a firearm has a loaded magazine and no round in the chamber it is still considered loaded. hmmm
