Loading shotgun question

I just installed the magazine tube spring and follower that I received today to replace the ones that were missing. However, I seem to be running into another small problem. When loading rounds into the magazine tube with the chamber closed, the lifter assembly keeps getting stuck when loading rounds into the tube. It will not come back down after loading a round into the tube. The gun jams up on my first attempt to chamber a round, and usually kicks the round out the bottom of the gun, then the subsequent rounds load correctly. What do you think might cause this? any input would be much appreciated. Thanks

It would be most helpful if you'd supply the brand and model of shotgun that you're having the issues with. Semiautos have a somewhat different operating cycle than pumpguns and the various brands have minor differences also.

Did you buy this weapon new, used, missing parts, lose them yourself.................?

BTW, when you say "chamber closed" do you mean 'bolt forward'? Is the hammer cocked or not?
 
Yes, I mean the bolt forward. With either the hammer cocked, or not cocked, I have the same problem. It is an Eastfield Model 916, that was passed down to me from my dad. I did not lose the parts myself, someone must have tinkered with it and lost them before I got it.
 
just a guess...

but it sounds like the magazine catch is either improperly installed, or is broken. Assuming your gun had the unitized trigger group, try removing it and re-installing it (done with the bolt closed). It is possible to get it wrong! its also possible to put it back together without that part, compare what you have to the schematic here:
