LOW NUMBER 645

I have a model 645 which has 'LOW NUMBER' printed on the label. SCS&W indicates that my TAKxxxx serial number is 'low' in the production run. Forged frame? The Product No. is 103713, not in my book. What does that number mean? Thanks guys.
