No it won't.
It won't slide over the 'buffer' tube. The notch in the bottom of the circle isn't wide enough for the rectangular section that runs along the bottom of the 15-22 buffer tube. You could widen the notch but what will hold it to the receiver end of the tube? It does not 'clamp' on.
Something like this will work though.
Or something like this if you drill a small hole in the rectangle part of the tube.
