That is steam from their coal fired boilers. They grind their coal and blow it into the firebox. Very little contaminants.

Those are clouds, just like mother nature makes. :)

The plumes on the left are from cooling towers. The plumes on the right are from flue gas stacks. Both visible plumes are condensed water vapor, just as your second paragraph said.

Steam is the vapor phase of water. It is invisible.
