I'm no lawyer and don't rely on me for legal advise....but I found this.

Maybe someone with more knowledge will pop in with a response.

Just saw this. Supposedly as of May 1 your MN carry permit if issued after August 1, 2019 satisfies the NICS check. The ATF website has not been updated since 12/2022, so still shows MN as 'No'. Is this news reliable?

Minnesota Handgun Carry Permit Now Alternative to NICS Background Check - RocketFFL

Are you sure about this? In Utah you do not have to pay the NICS fee if you have Concealed Firearms Permit, but you are still still subject to all NICS requirements. I would expect this is likely the situation in Minnesota.

In some states their carry permit/license satisfies the ATF background check requirement and therefor doesn't have to go through NICS. A 4473 is still required.

True for Mississippi, and a number of other states, as I understand it. If buying from an FFL, show your permit, fill out the 4473, and out the door with the firearm. I have no idea if this is true for Minnesota.

CCW permit does not waive the NICS check here in Virginia.
From what I was told by the ATF, the determining point is whether the background check done by the CHL issuing state matches the background check requirements done by NICS...Texas satisfies those requirements, other states do not necessarily match those checks...:)...Ben

Indiana used to be that way with a permit, now everyone has to be checked

Washington too. Changed sometime after mid 90s. Now we have multiple checks, and a waiting period. I expect cavity searches and DNA samples before long.

But here's the thing. Was that the result of a piece of Indiana legislation, or because BATFE decided that the Indiana CHL procedure was lacking?

Here in NV we had our CCW waiver rights pulled by BATFE because they caught some rural sheriffs issuing CCW renewals based on whether the applicant could fog a spoon. Our waiver rights were only restored after the state legislature passed a bill codifying the requirement for a background check and recording it for every application and renewal.

Just the same, I still have to fill out a 4473, but that's no big deal.

I wonder if it has anything to do with Indiana's lifetime permits. The ATF website says that your permit is an alternate for the check only for within 5 years after it was issued.

Montana retailers love it when someone buys a firearm using their Concealed Carry Permit. No need to do a background check....already been done.
Fill out 4473, pay your bill, walk out then and there.

Same for GA and has been as long as I have known.

Given the comment on the page with the article mentions a date in 2018, guessing the information is 4-5 years old.

Used to be the case in MI too but as of 3-4 years ago we now have to go thru NICS and I get “delayed” every single time for up to the full five days. It really sucks.

Right you are. FFL doesn't contact NICS in WA. That person submits to the state. State does the check. Way more goes on there than just a NICS. State checks medical records also. Normally that's illegal (HIPPA) until you sign a waiver to let the state do that. No waiver, no transfer.

I'm finished purchasing firearms as of last week. They won.

Sorry for the drift.
