It's my understanding that 25 Model 28-2s with 5-inch barrels were made in a nickel finish. They were stamped "F.H.P." (Florida Highway Patrol) and numbered from 32-56. This was in 1959, I think.
I'm thinking yours was simply refinished in nickel, and your serial number seems to indicate your revolver was made between 1975-1977.
