Flat latch, pinned barrel, diamond grips. Sn# 731XXX. The finish is a bit worn to say the least. But it's mechanically very sound; timing, lockup, end shake all of that good stuff. When might have this been made?

While collectors clutch their pearls and gasp, I would maintain that the 30-1 and its 31-1 sibling are mainly attractive to have their chambers reamed a bit and become 32 H&Rs. While not a true magnum in any sense, they still get a more potent punch while retaining compact size. Let the flames begin! 😁

I agree with you, but you can also load a 32 SWL to about the 32 H&R Mag ballistics. In the neighborhood of 900-1000 FPS.
Of course reaming it out would destroy the collect-ability of the gun.
 
You can load 3 grains of Bullseye in R-P .32 S&W Long cases with WSP and .312" diameter Hornady 85 XTP at 1.17" OAL for 16,800 psi measured by strain gage via Oehler M43PBL for 890 fps from a 3-inch Model 30. Safe to substitute CCI500 primer and/or RCBS 32-98 SWC.
