Model 38 timing

I've got a model 38 blue, finish maybe 90% on hold at a local shop. I have to decide by tomorrow a.m. whether I want it. Problem is it's lacking lubrication and I swear once in a while it doesn't lock up correctly. Price is good at $230. If it just need hand tweak, what do you think it would cost?

A hand tweak (new hand) ~$17. shipped, and your time. New ratchets/extractor send it to S&W (just a guess) ~$100. shipped.
