The only show that needs subtitles so we can understand what they are saying in English. 

I don't understand how/why they would be on TV and not all get arrested. Of course I don't watch it but the thought came to my mind that it seems a little odd.

Not at all. These shows are relatively cheap to produce because there are no real actors on them. A few years ago the rage was prime time game shows, not it's this. Whatever comes next will only be worse I fear.Just my opinion but "stupid" comes to mind when that show is mentioned. It must be hard times in TV production land.
They are all ridiculously contrived. The drama is all made up, because in reality work is mostly boring. Every reality show ever made had some contrived material. "Cops" used to re-enact scenes to make them more dramatic. They probably still do, but I stopped watching it years ago. How many drunks engaged in domestic disputes do you have watch before you realize they are all the same? How many big arrests of someone with a small bag of Marijuana can you watch.I have never seen a show more ridiculously contrived than that one. Pro wrestling is less scripted.

I think the Moonshiner show is stupid and doesn't have any bearing on reality; watched about 15 minutes of it and never tuned in again.
