I've been carrying my snubby in a triple K for years but it's time for something new. I've had a few instances where the spring clip has broken free from my belt so the new one needs to have snaps/loops to adhere it to the belt...something a little more secure. The other criteria is that it has to be IWB, well made, leather and as low riding as possible. What do you folks like?

Alessi IWB. No snaps or loops, but a very solid spring clip.

Agreed. Specifically the Deep Cover -- your criteria are an identical match for its strong points -- it has a clip that doesn't rely on a belt, but "bites" down on your pants; it doesn't give when you draw.

I have a Side Guard Quick Clip. Works really well for me. Rides pretty low...the rear face of the cylinder rides just below the top of the belt but I can still get a solid grip when drawing. You can also specify the cant, IIRC. He makes the same model with a snap belt loop, the Quick Snap. He makes other IWB holsters, too. Excellent value.

I should note that my usual holster is a VM2-style holster (see my avatar) customized by the maker to ride low, but the maker, Seth's Gun Leather, appears to no longer be in business.

I use the Desantis Summer Heat for both my 638 and 642. It works fine for both AIWB and IWB.

A few holsters that I use...

I actually prefer to carry my 642 in my front pocket (shorts, cargo pants, etc.), so I have an old Uncle Mike's #36 that I use often. Down here in Florida it's mostly casual wear with untucked shirts, and this works well for me. That old Uncle Mike's is about worn out, but very light and comfortable to slip into my front pocket. I also use a Malabar Gun Leather (Melbourne, FL) bullhide square, non-marking holster. It has a special hook cutout design that keeps the holster in my pocket when drawing the revolver. Occasionally I will appendix carry in a Galco J109T horsehide, but I've got to be wearing looser fitting shorts/pants, and it does tend to get a little warm in hotter weather. Just my 2 cents.
