Does anyone know where I can get my model 19-4's barrel cut back and a ramp front sight installed? I want to go from a 6 inch to a 3 inch barrel length. And know I don't wish to buy another barrel or get another 19.

Where abouts are you located. Any decent gunsmith can do the work. Trouble with cutting the barrel back is the factory roll marks will be buggered up. A lot of people have the barrels somewhat slabsided when they do this. It looks good though it does require a full rebluing afterwards unless the guy is really really good with cold blue.
 
If you can find one, a 3-inch Model 19 barrel swap might be the best and easiest route to go. Finding one is the big issue and no, the current production 2 3/4" will not work as it is of the multi-piece barrel/shroud/retainer type.

Old style 2 1/2" arn't hard to find. I incorrectly stated 2 3/4".

Ahhh, ok! You are correct, lots easier to find a 2 1/2" barrel, but then you also have to change the ejector rod. It's a shame S&W did not make more 3" K-frame 38's and 357's.
