The linked article shows the groin protector that the UK issues. The Army (and other services) have issued groin protectors as an optional attachment to armor at least since the Interceptor series of vests. Many commercial products have the same option. It's part of what is considered extended armor coverage like the collar, shoulders, etc. Other types of soft armor "diapers" date back to the Vietnam era and possible WW2, being used by pilots.

Some people sat on their old PASGT when the Interceptors were issued, and then when the Interceptors were outmoded these sometimes became seat cushions (in vehicles).

Complaints about the groin protection issued previously centered on comfort and mobility.
