At the price you quoted, the M13 should be a good buy, assuming it is in good shooting condition. Most gun shops will guarantee that a used gun will shoot, so I would be strongly inclined to buy that one you saw locally.
By the time you pay shipping and FFL fees, any M10 you buy on-line will be pushing $300, if not more. And if you do have a problem, be prepared to pay return shipping, IF they agree to take it back ...
