Hey Everyone,

I'm new to revolvers and the .38/.357 cartridges.

My question is why do some of the cartridges have a crimp ring partway up the case or below the base of the bullet?

Can these cases be reloaded? Examples below.

Thanks!

Eventually that cannelure ring will flatten out as the cartridge is resized and fired...yes, it can be reloaded.

The cannelure ring is to prevent bullet set-back, though with revolver cartridges it isn't much of an issue. What you'd be more concerned with is putting enough crimp on the case mouth to prevent the bullets from working their way out of the cases under recoil.
