Picked up a 19-4 from a local dealer; was on consignment.
Looks very good w/ no visible wear.
Removed the side plate to check for dirt, rust, wear, etc.
Everything looked good, cleaned and oiled w/o dismantling.
Noticed that the side plate screws weren't very tight.
When I replaced the screws, found that the screw securing the cylinder/yoke caused it to bind when fully tightened.
Backed it off a little and seems ok.
Is this normal ? Or should this screw be shorter, put them back in their original holes.

The yoke screw is a fitted part. It could be that the sideplate screw nearest the yoke screw got mixed up when the previous owner took off the side plate. I would exchange the screws and see if that fixes the yoke endshake. The yoke should have a slight tension on it if the yoke screw is fitted properly and seated tight. Definitely no bind.
 
mx5racer, If I recall the cylinder/yoke screw should have a short length of bare shank below the threads. It can thus be carefully and gently dressed with a fine file until the screw can be fully tightened without binding the yoke.

I did try switching the screws to see if that made a difference; still bound the yoke when tightened.
Will try to file a very little off the end of the screw to free up the yoke.
