I bought from a police auction.
In Finland, a weapon can be handed over to the police, who will auction it, for example if the owner loses the firearms license or the weapon is transferred to the heir, the heir cannot obtain a permit for the weapon.

It need cleaning because it had a sticker on it at auction.

SCS&W tell 1968 - 1982
Serial number 1923xx

Looks like between 1975 and 1977. I am at the office and my book is at home. Someone will be here shortly to narrow it for you. Good luck with your 28-2!

Can anyone tell me the year of manufacture?

Serial number 1923xx

There should be a "N" before the numbers. At any rate, it's a late 1973 manufacture. I have a 6" M28-2 with a SN N1892xx, which is 1973.

Nice looking revolver, appears to be well cared for. Here's mine:

I accidentally bought this.
I was at an auction looking for an S&W mod 17 or 617. As an experiment, I participated in the M28-2 auction and got it.
I didn't get a mod 17, but in addition to this I got a mystical Taurus .22 LR 4 "

I think you did better than finding either the M17 or M617. Here in the US, M28's are very popular collector pieces and target guns, some even carry them for personal defense. They are unique in several ways; the matte, or satin blue finish, plain ( not grooved or checkered) top strap and barrel rib, the "Highway Patrolman" logo on the barrel.

The Model 28 was intended as a lower cost revolver for duty use, hence the fewer "glamor" features than it's companion, the Model 27. Now that you have a M28, your next quest should be for a model 27 to go with it. The "dash 2" is a great series, and have the pinned and recessed features, and seem to be in the era of the best built revolvers in terms of the "old era" of hand fitment.

My first gun was model 17. In auction was a few model 17, but too many want them = price rose up over this model 27.
Someday I buy model 17 again!
The gun is as it was when I bought it.
This Hellweg #5LR holster was with the .22 LR Taurus, that I bought at the same time but this is like made for this revolver. It's too big for "K-frame size" Taurus.
Because both guns were like new, as was the other similar Taurus .22 LR at auction, they may have come from the same place (e.g. a collector) and the N-frame holster went accidentally to Taurus.

Model 28 came with this Gould&Goodrich holster (text size 24)

I planned later buy any a rare S&W .38 / .357 / 9mm revolver , maybe model 547 3", 36 3" or model 581/681.

The model 28 came now, I am very satisfied.

In Finland, you must apply for a permit from the police for each weapon. It costs about * 100.
The application must justify the need for the weapon, telling you what kind of weapon you want to buy.
Once you have purchased a gun, you must take it to a police station where the police will inspect the gun. Only after the gun has been approved by the police will the police issue a final license card.
Now I have to apply for two new permits :)

Beautiful M28, and from the picture I don't see any major issues or abuse. Please give us a report after you have taken it to the range.
Good luck with the permit process, in our free state we don't worry about such things.

Regards, Rick Gibbs

Tervetuloa to the Forum, S&WshooterFinn! It's a very nice Highway Patrolman, and doesn't appear to have been fired often. Although you didn't mention what you paid for it at the auction, if you purchased it for less than a Model 17 you did really well! I really like the Highway Patrolman revolvers...I have a first year gun (1954), and several 28-2s that are about the same age as yours. Nauttia!

KIITOS

I bought this because it is like new
The price is no secret. I paid EUR 240
Model 17 prices ranged from EUR 290-420. Gun shops cost + EUR 500
Two in poor condition model 17 were cheaper.

Google says today's conversion of euros to dollars makes it $250.82 US. I think it's been more than a few years since a nice 28-2 went for that price around here. Anyone here paying twice your price would consider themselves very fortunate. Great purchase!

Gun shop prices here is something other that police auction, because you need permit to buy gun, so you can go in auction. Every time about 500 guns on auction, and one permit = one gun. Revolver permit you can buy revolver, pistol permit you can buy pistol, rifle permit you can buy rifle and shotgun permit you can buy shotgun.
Permit cost about 100 *.
Permit handling in police take about 4-5 weeks.
In 1990's you got permit same day or next from local police and it's much cheeper. Today you have to wait 4.5 weeks, papers sleeps in police table, because gun law say, thanks two school shooting that was happabed in Finland.
OK we don't need more school shootings, I understand that if someone want first gun, proces is long but when you have many guns, proces is everytime same and damn permit price.

Model 28 pay here in gun shops about EUR 500 - 900
