With a permit OC is legal, not “everybody”

If you pass a background check and meet the SC standard. That’s not “everybody”. Felons are not included. Now I know your usual out is gangbangers and drug dealers without arrests can carry.

They already do.
Well, everyone has an opinion. Mine is that more open carry is a bad idea. Fair enough?

Despite the governor’s signature, the law will not take effect until 90 days from now — a key provision added by state senators to give the State Law Enforcement Division and police agencies more time to educate police and the public on the new law.

That measure was important to SLED Chief Mark Keel — a critic of H. 3094 — who told The State on Friday his agency has already started outreach to agencies and to the state Criminal Justice Academy to educate instructors and incorporate the new law into their training programs.


K. My sample size is limited, but . . . I have talked to cops in my area, deputies and a transport cop. All told me they got DOUBLE OUGHT ZERO training on concealed carry. They learned OJT has it came up.

IOW, I don't believe Keel.
 
My state senator voted for the bill. Squeamishly. My telling him that NC has had open carry with no permit for a long time, that 20 states have open carry with no permit, didn't convince him that all would be okay.

He's one of the hold outs for mandatory training.

He's thick, but he is manifestly approachable. I could send him an email today and I'd get an answer by this evening.

Open Carry with Training Act

A new gift from the state being the clause about CC permits being free now.

That title creates ambiguity. Must have been a sop to the antis. It appears to actually be Open Carry with CWP Act. I'm not itching to open carry, but I'm going to get another opinion to make sure I understand the law. My state solicitor is a neighbor, so I'll verify with him next time I see him.

He's also the squeamish type who would want training as a prerequisite. I think it somewhat likely he is the one who convinced my state senator to insist on training.

BWZ, does the waiving of the fee apply to renewals as well?

Your "OC with CWP" is a clearer name.

Not that it matters, but after hearing the many student questions answered by the Deputy Sheriff that taught my CWP class, it's clear to me that most people don't instinctively know the parameters for legal use of deadly force. I appreciate the SC minimum training requirement for public carry, as much as DMV testing before drivers licenses are issued.

Renewals seem to be covered, though not explicitly, by item 4:
"(4). SLED may not charge a fee of any kind for a concealable weapon permit."
 
Folk descending into snark is what is worst about discussing serious matters online. This forum is far better than most at keeping out snark, and I really appreciate such.

Serious matters are discussed with facts and knowledge, like knowing what the law actually says.

Here are my posts:

When Texas passed open carry I was tasked with community outreach and training and made many presentations to groups and organizations, chambers of commerce, hoteliers, tourism bureaus etc.

Part of the presentation consisted of informing people that concealed carry had been a fact in Texas for 20 years and informing them that they have had people carrying in their establishments for two decades and didn't know it because it was concealed. The point being that those carrying were not a threat or problem.

Yet the unintended consequence is that many, many businesses banned both concealed and open carry. Open carry had brought, lets say, less than positive attention to the CCW.

I am a big fan of concealed carry. But not having experienced open carry in person I am not sure that open carry is a good idea. But do not get me wrong, I would view a candidate's position in favor of open and/or concealed carry as a big plus.

I expected as much. Despite my providing you my posts you still cannot post accurately. Where did I imply such? It certainly isn't in my posts.
 
Gamecock can put his AR 15 in a gun rack in a pickup if he so chooses. An AR 15 is NOT a "concealable weapon" South Carolina is NOT a "shall-issue" state. SC has a rather complex set of gun laws. For instance, you could, maybe still can, openly carry a pistol while hunting or fishing IF you are a licensed hunter or fisherman. For Concealable weapons, when not in the hunting or fishing exemption, you previously had to fully conceal. "Brandishing" a weapon without cause is a violation of the law. You also had to take a class to be sure you know all this "Stuff". You had to take a written test and pass a fairly easy shooting and gun handling test. You had a background check and a wait on your permit. So you cannot sit in front of your computer screen and presume to know what the SC laws were or are without having read them. I am not sure of all the new law says yet and I have read it twice. I do not think I will be marching around with my 1917 on my hip. And I think the 645 will stay in the shoulder holster.
 
Texas HB 1927 dropping the permit requirement to carry passed through a compromise between the Senate and House today. I have not seen the details, but maybe, just maybe Texas is right behind South Carolina.
