The 12-3 is a K frame. Model 12 is the same as the model 19 as far as the ext star is concerned, and likely shares the same part #. It just has an alloy frame.
Be warned though that the pins usually do not line up exactly from one to the other even if from the same vintage and same model. I have yet to get lucky in a couple of attempts.
In my S&W Parts catalog dated 2013, there is only one part number for the extractor star for the Model 12, unlike most other K frames and that is 000000001 and is listed as Extractor Assy old style Fac Installed Only.
Most other K frames list both old and new (your part number) style but the Model 12, only one.

The extractor “star” is a fitted part and I have never heard of the factory selling just the extractor. The ratchets will have to be cut for the hand and that is not a job for a novice. You may get lucky with a used one but doubtful. To answer your question, you have been advised correctly, the model 12 extractor is the same as other K frames of that era.
