what frame is the 38s&w perfected model and where can i find a set of grips ?

It's an I frame. Same as .32 hand ejectors and very early J frames.

Watching ebay is your best bet.

The 38 SA, 38 DA, pre-war 32 HE, and 38 Safety revolvers have the same butt-frame. I have never seen walnut service stocks on a Perfected, so you are looking for black hard rubber diamond stocks. You could order that model with walnut extended target stocks, but probably not many came from the factory with those.
