Pinned (neutered) Shield Plus magazine

I recently purchased a S&W Shield Plus Performance Center 4", which came with a 13 round standard magazine. The shop pinned the magazine to make it legal.

I am having a problem with this magazine. It is extremely difficult to load the tenth round, and with the slide in battery, I can't insert this magazine for a tactical reload.

Has anyone else that has had to pin a magazine in order to comply with capacity limits experienced this problem? As I see it, this magazine can only be counted on as a "Barney" magazine.

I read of issues with the 13 round mags followers and the springs not being allowed to fit into the base. This may help:

This was quite common during the national AWB 1994-2004.
Magazines had to be approved by the feds to only hold ten, which meant that to absolutely prevent an 11th from being loaded, the ten tended to be very tight.

Does it load normally, seat readily, and feed reliably when loaded with 9?
If so, I would mark it and use it as a 9 shooter.

My Ruger LC9s came with an extended 9 round magazine which was of no use to me in a pocket pistol, so I got a regular floor plate and set it back to standard length. Now it only holds 6 instead of the standard 7. I could probably tinker with the spring and follower to fit in a 7th, but haven't bothered, I just use it for practice.
 
Many 10 round “limited” mag are like that. Manufacturers and ffls that block them want to make sure there’s no way #11 can go in. Therefore there’s not enough room to compress the stack further to lock in the mag with the slide closed. All of my 10 round “limited” M&P mags are like that as well as my Sigs, Walthers and my Beretta mecgars. Some will lock in with a good smack, but it’s hard to rack the slide.
