Police Depts that don't allow hollowpoints?

I was interested in the Federal EFMJ ammo and I found it is marketed mainly at police departments that don't allow hollowpoints.

My question is, outside of Military Police, who in their right mind would forbid police from using hollowpoints?

The answer is politically correct elected and appointed officials. But, then again, you did specify "in their right mind", didn't you?
