Pre 10 nickel 38 S&W

If the gun is a .38 Special Military and police then it is a Pre Model 10 in common usage. If it is chambered for .38 S&W as you describe then it would be what would become the Model 11. not Model 10. Strictly speaking it isn't a pre anything, Simply a post war Military and Police, regardless of which caliber it is.

Your SN would have shipped approximately 1949, +/- 1 year.
 
.38 M&P, serial number C146598, probably shipped in 1951. Here are some nearby numbers with the dates they left the factory:

How about some pictures, rick4521? Here's my nickel .38 Spl. M&P, s/n C117638 (ca. 1950). I got a great deal on it a few years ago at my lgs...with the MOP stocks. I call it my "Nawlins Pimp Special". But it's a good shooter and accurate with that 6" bbl.! Enjoy!
