I might be wrong, but it looks like someone took a Colt H Bar barrel and mounted it on a flat top upper.
Cant really tell from the pic, but it looks like the upper uses a large to small pin conversion, Colt did make a few flat top pre ban uppers starting in about 92, but they would also be large pin to mate with the lower.
As to chrome lined, most but not all H Bar 1in7 were not, most only had chromed chambers.
They were made more for accuracy than longevity.

I think HBars only came with integral carry handles, at least mine does. I agree that’s a put together AR.

I have a Colt R6700 Sporter HBAR that I bought NIB in 1992, it came with a flat top upper and a detachable carry handle.

It has the older slab side lower receiver from the early SP1, not the later style that came on the Sporter II and HBAR.
I have the upper half off an early SP1 (the department switched to M4 upper halves) that could use a slap side lower.
I'd buy the lower and the off you for $500 if you are interested in selling just the assembled lower. I'll also throw in a correct Colt SP2/HBAR stock.

Yeah my HBAR, ca.1996, has the flat top upper/detachable carry handle w/A2 sight just like Gunhackers.
