Prepping to pass onerous qualification test in New Jersey

He advised me not to apply for a permit until everything was ironed out through the courts. This would save me from having to requalify if/when the requirements are changed,as they were July 17th,2023 as mentioned in the OP. At first $300,000.00 liability insurance was required. AKA Death Insurance. The only catch was no one in NJ was selling this type of insurance. That was reversed through the courts. It is no longer required.

A lot of the people who need a handgun for protection are the least able to spare much money for one.
The elderly couple that is trying to get by on mostly Social Security living in a house that used to be in a safe neighborhood, (now a bad neighborhood) and can’t afford to move come to mind.
Not counting the cost of a gun, getting a CCW permit is going to end up costing a minimum of $1,000 by the time he/she buys practice ammo, range fees, possibly a holster, and the $400 for the permit. And that’s only if they pass the test first go-around.
Most elderly people would never pass the test no matter how many times they tried.
Sad situation in that all this type of person wants or needs is a reliable gun that he or she can shoot a mugger in the face or belly with at anywhere fromo contact distance to about 12 feet if assaulted by human predators while walking home from the grocery store or getting the mail.

Wow, even in my county here in California where gun laws are very restrictive and draconian, the firing qualifications to receive a CCW license are reasonable:

You will be instructed when to load your weapon(s).

You will be required to fire your weapon(s) on the Sheriff’s designated range, and qualify with a passing score of 70% or better.

15-yard line: Starting from the "low ready" position, empty a full magazine (or cylinder) at two targets. Reload and move forward (on command) to the 10-yard line.

10-yard line: Starting from the "low ready" position, empty a full magazine (or cylinder) at two targets. Reload and move forward (on command) to the 7-yard line.

7-yard line: Starting from the "low ready" position, empty a full magazine (or cylinder) at two targets, firing two shots to the body and one to the head of each target until all ammunition is expended.

All holsters will be inspected to ensure that they are safe and comply with department guidelines. Holsters MUST have a thumb snap of either metal, Velcro, or other acceptable method of retaining the weapon in the holster. Applicants will be required to utilize the firearms standard sights during qualifications; using lasers or lighting systems during the qualification process will be prohibited.
