Bought some new Norma 308 brass and had a difficult time getting the primers to seat using my Lee hand priming tool. Federal 210 primers required a two hand grip to get them to seat and used primers from two different lots. Must be the brass, any thoughts?

I have about 40 pieces of Norma .308 that I neck size for a heavy barreled Rem. M-700. I also use a Lee hand priming tool. I use Winchester Large Rifle primers and do not recall ever having a priming issue. It could be your particular lot of brass or maybe Norma brass prefers WLR primers. Norma brass is quite pricey, and will last a very long time. I'd wait until you fire the brass once before trying to expand the primer pocket.

It's probably because Norma brass is made so well, the pockets are exact and tight. IMO deal with it for now and after a firing or two it will probably get easier to prime. I do not think it's a problem with the brass or a lip and would not remove any brass from the primer pockets, Norma is excellent brass.
