R Rated Flashing Lights

Why are movies rated R because they have flashing lights? Does it have to do with stroboscopic frequency and triggering seizures?

I think that's right, Pete. When the kids' cartoon Pokemon first came on 20 or so years ago, it had a card that came up warning of just that danger - flashing lights, etc. that could cause potentially hazardous reactions.
