I frequent Owen County regularly and shoot for free at one of the state ranges located at one of the Wildlife Management Areas. Contact the Ky DNR or check online and see if there is a WMA near you that has a range facility. Of course, the range is only open during daylight hours and is limited to 100 yards.
The only time that it has ever been crowded is the couple of weeks before deer season when everbody was checking their rifles.

8. West Kentucky WMA, McCracken County: Club-operated skeet range and archery range.
