Unless it's a priceless family heirloom, it will be MUCH cheaper to buy one with a better finish. If you refinish one, then you will have a refinished gun with ZERO PERCENT original finish. It will be worth around $100. That is unless you are considering a full restoration, then you will put several hundred dollars into the gun to have a gun worth that or less.

On a side note, the cost of refinishing is darn near cheap, IF, you get it stripped.. polish it yourself, then get it plated. Your lookin at Maybe, 300$.
You let them do the work (polishing) its more like 500$++.
Thanks for the input on the cost.I thought it might have been a little cheaper to buy a tight gun with a poor finish, then get it renickeled, thus having a nice looking and good functioning top break as an alternite carry piece.I guess you never know unless you ask.I definitely will look for one with exceptable finish for my needs.Really don't want to be real fancy but I don't like to look like I'm carring junk either.My buddies would laugh.Don't need that!
